- Only the ballot counters and Commissioners shall be
present during the tally.
- No less than two ballot counters shall be present
at all times while the ballots are being tallied.
- Periodically each ballot box shall be emptied and
the ballots given to the ballot counters, who shall then proceed
to tally the ballots.
- Any section of a ballot which does not comprise a valid vote is
incorrectly marked and shall not be tallied.
