The Senate shall have the power to create, modify, and abolish agencies of the Association for specific purposes, including but not limited to projects providing services to members of the Association. The functions, structure, officers, and finances of all such agencies may be specified in the By-Laws. However, corporate subsidiaries of the Association shall be subject to their own corporate charters and by-laws.
