Chair's ruling doesn't affect the cap.... Aingworth -- this bill is worded in way to give these 10 people lots of power. Do we want these folks on the steering committee, for example? Murdock -- got this text directly from the old bylaws. Debate -- Natelson (w/ assist from Murdock and Roberts) -- "shall have the same priveleges as senators in all committees of the Senate" Colon -- want to amend this to add clause that says that this will be done in a way which keeps the 10 person cap in mind.
