A motion to place a Special Fee request on the ballot, or to divide a Special Fee request, shall only be in order if the Chair of the Appropriations Committee and the Chair of the Senate had been notified in writing at least 7 days before the day of the meeting at which the motion is made, or if the Appropriations Committee reports such a motion.
