	   During our campaign to reopen the case of Srinivas Chirukuri
	for a thorough investigation, one member--Arjun Kapur--posted 
	the Network's message onto the electronic bulletin board of the 
	Indian Students' Association at Stanford.  As a result, we 
	received twenty-six signatures from Stanford.  This proves that 
	we can greatly increase the power of the Network if each member 
	puts in a little extra effort. 

	   Currently, we have very few members who are volunteering for
	coordinator positions.  Therefore, we are unable to organize the 
	Network properly.  For the time being, I am asking each member 
	to assume the responsibilities of the Area Coordinator for your 
	area (the first three digits of your home ZIP code designate 
	your area).  In doing so, the net output of the Network will
	increase substantially.  As we progress, as members recruit more 
	members, and as more members assume the responsibilities of 
	coordinator positions, we will be able to better organize the 
	Network.

	      Establishment of Pick-up/Drop-off Centers ("task05")
	      ----------------------------------------------------

	To: All Area Coordinators (ACs)


	   The next step in our efforts to organize the Network will
	require the participation of the entire Indian community in the
	United States.  In order to handle such a complex undertaking,
	we need to set up a system similar to that of Federal Express.

		Airplanes from all over the United States leave their
		home bases close to midnight.  They meet at Memphis,
		Tennessee around one o'clock in the morning, exchange
		packages, and fly back to their home bases early in the
		morning.  Your package gets delivered at your home or
		business before noon time.  So, irrespective of the
		source or the destination of the packages, they all pass
		through Memphis, Tennessee.

	   In a similar way, our next step involves establishing Pick-up
	/Drop-off (PD) Centers.  Please retrieve the names, addresses, 
	and telephone numbers of Indian community leaders in the US from 
	the FTP site of the Network.  FTP to 129.97.140.10 (plg.
	uwaterloo.ca).  Login as "anonymous," and use your e-mail 
	address as the password.  Then change directory ("cd") to 
	/pub/WIN/, and type "dir."  The name of the file is 
	"Community-Leaders."

	   You should contact all people who are active with Indian 
	organizations in your area, convene a meeting, and establish one 
	or more Pick-up/Drop-off (PD) Centers.  Suppose there are "n" 
	Indian organizations in your area--AAPI, AIA, ASEI, IAFPE, ILA, 
	Kannada Koota, Maharashtra Mandal, and Prabasi.  Therefore, you 
	should make "n + 1" copies of the action plan, and arrange to 
	have them dropped off at the PD Center(s) at your convenience.  
	Similarly, whenever the association representatives have time, 
	they should drop by the PD Center and pick up a copy of the 
	current plan.  The last copy should remain posted at the PD 
	Center.  This will ensure that all information from each MN 
	(Member of the Network) gets disseminated properly without 
	putting an undue burden on a few individuals.

	   The input to the System should follow the same route--
	Association Representative to PD Center to MN to the Network.
	There should be an "IN" box (coming in from the associations to
	the Network) and an "OUT" box (going out from the Network to
	the associations) at the PD Center.
